- Degree in law, University of Rome, “La Sapienza”, November 13, 1961, grades: 110 summa cum laude, worthy of publication.
- Postgraduate in Labour and trade-union law, Faculty of Law, University of Rome, “La Sapienza”, December 3, 1963, grades: 110 summa cum laude.
- Qualified university teacher in Public Law Institutions (Ministry Decree September 30, 1969).
- Professor of Administrative Law (since academic year 1998-1999), Faculty of Law, LUISS University, Rome; previously: temporary lecturer (since academic year 1970-1971); senior assistant professor (since July 11, 1980); supernumerary professor, Faculty of Law, Cagliari University (since November 1, 1994).
- Appointed Professor of Forensic regulations (1994-1995) and of Administrative Law (1995-1996, 1996-1997 and 1997-1998) at LUISS university, Rome.
- Teacher at Civil Service High School for several years from 1984-1985 and at European Studies Institute “Alcide De Gasperi” for several years from 1980-1981.
- Author of six monographic studies and of more than seventy publications on administrative law.
- Attorney-at-law since 1964 (first on the list of the Court of Appeal of Rome); lawyer since 1966 and qualified to defend before Superior Courts since 1969 (in both cases first on the national lists after the examinations).
- Councillor of Rome Bar during the biennia 1982-1983, 1984-1985, 1986-1987, 1992-1993, 1994-1995, 1996-1997, 1998-1999 and 2000-2001; President of Rome Bar Association (Febraury 22, 1996 – October 26, 2000). Representative of the Court of appeal of Rome District at Forensic National Council for the triennia 1994-1997 (July 16, 1994 – February 22, 1996) and 2001 – 2004 (February 17, 2001 – May 20, 2004).
- Founder-member of the Società Italiana degli Avvocati Amministrativisti, of which he has been Secretary since 1979.
- Director of “Rivista amministrativa della Repubblica italiana”.
